Bill has been a toxicologist since 1972. He has a doctorate in Toxicology/ Pharmacology from St. Johns University. He is a board certified forensic toxicologist. He was trained as a forensic toxicologist and has worked in a medical examiners office investigating drug-related deaths as well as in a crime laboratory. Bill has been with the Vermont Department of Health since 1985 and since then a major portion of his time has been spent on environmental toxicology issues.

Bill is chief of the Office of Environmental Health. This office consists of the Food and Lodging Program, Childhood Environmental Health Program, Private Drinking Water Supply Program, Asbestos and Lead Abatement Program, Indoor Air Program and Risk Assessment Program.

Bill is an adjunct assistant professor at the University of Vermont Department of Pharmacology and is a member of the National Advisory Committee for Acute Exposure Guidelines.
